General Assembly Approves SPC Recommendations in New Delhi

General Assembly meeting in New Delhi
During the second session of General Assembly at the 2008 JCI World Congress in New Delhi, November 5, 2008, chief delegates considered the Strategic Planning Committee (SPC) recommendations and approved them.

The SPC process was launched in January 2008. As established in the JCI Constitution, an SPC was appointed to “consider in detail the future and long-range policy, procedures and finances of the organization, and the revision, if necessary, of its organizational structure.”

The Constitutionally mandated 2008 SPC members included 2008 JCI President Graham Hanlon and Secretary General Edson A. Kodama. JCI President Hanlon appointed Immediate Past President (IPP) Scott Greenlee as 2008 SPC Chairman.

Hanlon, Greenlee, and Kodama jointly recommended the appointment of the other SPC members, and the JCI Board approved those appointments. List of 2008 SPC Members. . .

Preliminary Work

The 2008 JCI Board of Directors established the SPC terms of reference, which included formulating JCI’s short and long-term goals, outlining a roadmap for JCI to become the organization of choice among young people, and identifying the issues that members regard as most important and relevant.

SPC members also discussed strategies to reduce JCI’s reliance on dues, approaches to create new national organizations, and recommendations from external organizations.

JCI members were encouraged to take part in the process. A survey was conducted in April 2008 and Strategic Planning Workshops were organized during the Area Conferences. SPC members gathered as much information as possible from members by attending Area Conferences and taking part in the Strategic Planning Workshops.

SPC Meeting in June

Chaired by IPP Greenlee, the 2008 Strategic Planning Committee (SPC) took place June 19-21, 2008. President Hanlon recommended that the JCI’s Mission be redrafted to reflect the inspiring preamble of the JCI Constitution. JCI Secretary General Kodama provided compelling reasons for redrafting the JCI Mission and Vision to clearly define JCI’s true role.

SPC members were assigned to two teams. Chaired by a designated team leader, each team discussed relevant items, among them JCI’s Mission and Vision, and prepared recommendations. The two teams met later to review recommendations and decided on a draft.

SPC Recommendations

After the SPC meeting, JCI Executive Committee members -- gathered for their midyear meeting on June 24-25, 2008, at the JCI World Headquarters – received the report on the SPC recommendations from SPC Chairman Greenlee.

The report included recommendations on membership recruitment and retention, setting the goal of increasing JCI membership to 300,000 by 2013.

It also included recommendations regarding the JCI World Headquarters, JCI programs, JCI events, JCI finance and revenue, JCI training, and the proposed new Mission and Vision for JCI:

Mission: To provide development opportunities that empower young people to create positive change

Vision: To be the leading global network of young active citizens

Endorsements and Approval

The JCI Executive Committee unanimously endorsed the SPC recommendations presented by SPC Chairman Greenlee. Copies of the recommendations were sent to members of the JCI Board of Directors in August.

After the JCI Board endorsed the SPC recommendations, chief delegates representing their national organizations considered the SPC recommendations and approved them during the second General Assembly in New Delhi, India.
